I’ll be honest, it wouldn’t shock me if this was a factory setup on some cheap car, given the proliferation of fake exhaust tips.

By cat do you mean muffler, because what's pictured is not a cat ? Many vehicles run the muffler all the way out at the back end. The cat is never that far from the engine, they require high heat to function properly.
